Most units use a water level switch, this is actually an air pressure switch.
A tube runs from the switch in the control console down to the bottom of the tub. As the water rises air is trapped in this tube when the air pressure in the tube reaches the level switch’s set point it trips turning off the water and starting agitation.

Common problems are:
Something blocking the tube in the tub. Remove the tubing from the switch and blow into it.
A cracked or a hole in the tubing allowing air to escape. Inspect the tubing.
The switch itself is toast. Get a piece of tubing with the same internal diameter, attach it to the switch, start a fill cycle, blow into the tubing. You should not have to blow too hard to stop the filling.

The above assumes that you can stop the filling by unplugging or turning the timer to off.
If the above does not stop the filling then you have a valve problem.
