This GE Washer I am trying to fix for a friend has the tube hanging so low drive wheel scrapping bottom pan and it only does it at the fill and wash cycle. After that it seems to pull its tube up and operate normally. The top of the tube is a good 3 inches below the top cover. Would this be bad/worn out Rod & Spring Assembly or is there something I am not seeing?
Any help would be appreciated!
Age of washer is unknown as it was bought used.

Could be the suspension rods or a sagging apron. The apron is basically the cabinet minus the top and front panels. Check to make sure all the suspension rods are in place. The top of the rods sit in plastic cups in the front and rear apron brackets. Check to see if any are broken or badly worn. Your model is supposed to have the extra clips on the front apron bracket that the top cover locks into. Previous models did not have this and a sagging apron was a frequent problem.
