Compressor only stays on for about 20 seconds

I noticed that the evaporator fan on the refrigerator was not running. I ordered a new fan and mother board. I installed the new fan and board. I plugged the unit in and the evaporator fan started running.

After about 30 minutes, the frige/freezer were not cooling. Lots of air moving but the air is not cold. It appears the compressor is starting but only appears to run for about 20 seconds. I also noticed that the run capacitor feels really warm.

Is the compressor hot or cold? Also, check the condenser coils near the comressor, the smaller diameter coil. Does it start to get warm when the compressor runs, if not, you may have a blown start ptc device, although rare for GE.

The compressor is very warm. The coils are room temp.

You have a bad start device AP4300623 a gray, plastic part clipped to the side of the compressor. If it rattles when shook, it’s bad.Remember to plug in the run capacitor into the new device.
