My dryer wont dry the clothes so I verified the exhaust path is clean, then took front off and found Blower trying to run but cant. It reminds me of an Airconditioner trying to start but the start capacitor is bad.

Can you disconnect the belt from the motor and then give the motor a spin by hand to see if it turns freely?
Unplug the dryer first. 
the blower isnt connected the main belt, it only has electric plug connection. When turning on the dryer everything except this blower turns.
Oh sorry, yes it spins freely!
