Dryer will heat but not turn on

I have a Whirlpool WED5310SQ0 dryer which has been blowing the 3392519 Thermal Fuse. With a good fuse, the dryer will turn on and work. With a blown fuse, of course it will not turn on, but the heating element will heat when the timer is in an on position.

I have cleared out all of the venting. I have replaced the Internal Bias Operating Thermostat, p/n 3387134, and have checked the Thermal Cut-off fuse - it has continuity.

Any thoughts?

The heating element is probably grounded. Unplug dryer, disconnect wires to heat element and check continuity between one element terminal and the heater metal case. Set meter to highest resistance scale. Should read open (infinity). If you get a resistance reading, replace the element.
