after a power outage (power was unplugged, then plugged back in) , my fridge will not cool nor will the freezer get cold.
the power is on, and you can hear it running, but nothing. Ive been told it might be a relay?
any ideas?

You have to determine what is running. You may be hearing the freezer fan.
Check if the compressor is running. You can usually hear it but should also be able to feel it vibrating and it should be warm.
Ive been told it might be a relay?
If the compressor is not running then yes it could be the start relay.

ok, went back there… compressor is HOT, and running…
so what would that mean, i wonder?? Freon?
Remove the cover from inside the freezer so you can see the evaporator coils.
If they have frost in one area then you are low on freon.
If they are heavily iced over then you have a defrost problem.
Since you said there is no cooling at all I think you will find the coils frost free.
That means your compressor is toast.
