I have a 4.5 year old GE model GSS25SGRESS.
Yesterday the freezer fan began to run constantly.
I removed the ice bin this morning before coming to work and noticed that there is ice at the back of the freezer.

Thanks for your thoughts… is this something a layman could replace or should I call a repairman?
[SIZE=3]There is nothing hard about this repair job just disconnect power from refrigerator. Then remove the cover off the back of the freezer, melt the ice and replace the heater. [/SIZE]
I called a repair shop and they said it was probably a fan and when you replace that you have to replace the main control board… all for $395.
Does this sound like it could be the issue?

No, a fan does not cause ice build up running or not running. It’s caused by a lack of defrosting such as a failed heater etc.
