Ge Fridge

the relay was stuck and chipping the breaker , after changing the relay and
overload it to clicking and fridge not cooling

You may have a bad compressor. Was the overload tripping before you replaced it or was the breaker on in you house wiring tripping? If you have an ohmmeter check resistance between each of the terminals on the compressor with the relay and the overload disconnected. Also check for continuity from each terminal to ground. If you get any reading at all to ground the compressor is bad. Post what you find. http://www.appliance-repair-it.com/Refrigerator-repair.html

we found the fridge off and we discover the breaker tripped we put back on
the breaker plug the fridge in and it tripped breaker again we discover that

it was overload and relay was tripping the breaker that why we change them
after changing them the fridge starting the clicking and not cooling

I believe the compressor is bad if you have an ohmmeter do the test I describe above and post results.

The only thing is, that test is only checking the compressor electrically. The compressor could still be bad even if it passes the test. However, if the start relay was bad, you replaced it and the compressor still will not start I would say the compressor is bad.
