ge monogram door flap wont open

I have a GE monogram fridge ZISS480DMA and everything seems to be working fine but when I ask for ice to come out of the dispenser on the freezer door, the flap wont open. I opened the door and removed the ice bucket and I can see the auger motor moving, the ice maker works, and the touchpad on the dispenser works. So removed the freezer door skin and replaced the selenoid that moves the arm to open the flap and it still wont open. I checked power on the dispenser board to the selenoid which is a two wire connector and no power. What do i do next
