how to test fans

How do you test if a condenser or evaporator fan motor is bad before replacing it? Fans are not running when connected to motherboard. Ohm reading says 1700 ohm on red, infinite on yellow. Motherboard is supplying each fan with 13v on red, 0v on yellow. Both fans run constant when connected to 12v battery. Condenser draws .24 A according to my meter and runs very slightly louder than when connected to motherboard. Evaporator fan draws .37 A and is about as loud as a 30-40 dBA computer fan. Both fans spin easily with finger.

No real good test for the GE evaporator motors. The red and white wires must get a square wave at 1/2 of 13 volts or about 6 volts average. The lack 6 volts indicates the motherboard driver is blow due to a evaporator motor drawing excessive current.
You must replace both the motherboard and evaporator motor at the same time, or you run the risk of blowing out the new motherboard.
