ice maker problem

hi guys .this ice maker has an emitter with optics. the red light led is on steadily, which means its working fine, but the ice maker when testing for voltage between N+L should show 110 volts , but only reads 43 volts ac , the water valve is fine ,i direct tested it, could it be a broken wire somewhere. or does it go through the control board beside compressor, could not find wiring diagram , thanks Murray. i also tested between T+H ,no difference
