Kenmore brakes jammed?

I replaced the clutch, coupler and transmission trying to fix a no-spinning problem. After replacing everything the washer worked really well for about a week, now it wont spin again.

The basket is really really hard to turn, so I guessed brakes as I didnt replace them when I did all the other stuff. I just replaced those. Its still not spinning, and the basket is still really hard to turn. It seems to do everything else ok (agitate, fill, drain etc).

Removed moter & trans. When you turn the brake cam it spins freely, but I thought it turned alot easier before it stopped spinning. I could be wrong there though.

So how do I tell if the brakes are seized, and how do I fix it?

I just noticed that in spin mode the clutch housing isnt spinning. So I think it might be the transmission. It was a refurb that I put in in may

So its not the brakes jamming I dont think.

I was wondering something though, are the brakes only released when its in spin mode? The basket used to be pretty easy to turn no matter what cycle, but maybe the brakes were always slipping.
