Kenmore Freezer too cold & defrost backing up

We recently bought a house that had this fridge left in it. At first the icemaker was not working and after turning the water on in the back it developed (after a few days) around 1 inch of ice in the bottom of the freezer. The food gets so cold in there that it burns my hands when I touch it! The ice cream is a rock - it is colder in this fridge’s freezer than in my deep freezer!! So we had a repair man out around a month ago and he said the ice maker was shot and needed replaced (which is was right - it now makes ice quickly) and that the hole where the freezer defrosts and drains was clogged. So $250 later he said they were fixed. When I asked about the coldness in the freezer he said I would also be complaining if it wasn’t cold enough so I should be satisfied if it was that cold! What a way to treat a customer! So now the ice in the bottom is back with a vengence (around 2 inches of ice now) and it is still artic cold in there. Also I notice on that top shelf it looks like everything in it is peppered in ice crystals. Anyone have any suggestions? I’ve tried changing the temp settings and no matter if I set them as high as they go nothing changes. I’m at my wit’s end and don’t want to have to buy a new fridge after just getting this house. What a shame, but let’s start with the easy stuff first.

Reset the freezer control to mid range or 0 degrees, (depending on your control display).let it set there for 1 or 2 days.
Check the freezer door gasket all the way around(top,bottom and both sides) you can slip a thick sheet of paper or a dollar bill between the door and the flange and the paper should have some resistance when you pull it out.
Check the flapper door in the dispenser, use a flashlight, and shine it up the dispenser area and check for light around the inside door seal.
Check the back wall of the freezer compartment, for an icicle running down from the icemaker,you may still have a ice maker problem, or the defrost drain could be clogged again.

The rest of the checks will involve removing panels and components, and possibly checking circuits with a meter.

Hopefully we’ll hear from you in 2 or 3 days and can move on from there, if needed.

I tried to attach a pic of the stuff at the top… it looks like it has been sprayed with water then froze over. So I reset the temps, checked the seal with the dollar - there was no resistance, looked for the icicle - none to be found, and also looked back into the ice maker - I couldn’t see any light but it also looked sprayed and frozen like the food in the top shelf. Now we see what happens next…

You’re going to need a couple of things, just based on your description and then the photos.

Freezer door gasket/seal,

AP3038637

and a tube of silicone sealer,

AP2614759

To fill in the gap, between the plastic liner and the metal flange.

Since there’s no "splashing" or icicles on the walls or the ice maker assembly, I would have to presume, the defrost drain hole is still clogged, or clogged again.It could be frozen, due to the warm air enterring the freezer, around the bad door gasket,as well.
And you are sure the ice dispenser door flapper is closing and sealing, correct?
