I have a small apartment size washer with the dyer on top. The washer will not drain. It spins but wont drain. I checked for clogs and found none. If I lower the drain hose at the back of the washer it will drain, but then it will not fill up with water, it continues to drain. If I raise the hose it will fill with water but will not drain.

Remove the washer front panel. Check for 120 VAC to the drain pump while the timer calls for drain/spin. Replace the drain pump if the voltage is correct.

Yes. If there is correct voltage to the pump but it does not work, then the pump is bad.
