Lower element no heat

Jenn Air Double oven won’t heat bottom element on upper oven. Element tests ok. I swapped element and temp probe to bottom oven and works fine. Broil & convect ok as well on both. When setting bake temp I could hear relay click. Display has been dim for a year but still worked fine. Points to relay board?
