Lower Oven Heating Extremely Slow

I have a Jenn-Air JDR8895AAS that the lower oven is barely heating. The lower oven broil and both upper oven elements work fine. Relay K9 on the top of the second row from the left is cycling every few minutes. After and hour the oven is up to a whopping 270f. This means no homemade pizza for me tonight, lol.

The heating element is new as this has failed previously so I assumed it had gone bad again. I am hoping I am not in for a control module as that is not in the budget right now.

What could this be and how do I check it?

Check that the bake and broil elements both work.
Most ovens switch back and forth between the elements in preheat and bake modes.

I do know that the upper element works because when I select broil it comes on and turns red.
