Maytag Bravos MCT stuck in sensing

Hello,

Have a Maytag Bravos MCT washer, model# MVWX655DW1, that is sticking in the sensing mode. It will fill with water and do the sensing turns maybe (3) times then water will stop and begins to hum, 30 seconds or so will go by and water will start to fill again with no sensing turns. This will go on for about 5-8 minutes then washer will drain, which takes another 8 -10 minutes to complete. Now normally it would fill with water and do the sensing turns for approximately 5 minutes and then start washing.
I have checked for error codes and get F8 E1 (no fill or too long to fill). It’s definitely getting water. I have replaced the shift actuator already, thinking that since tub wasn’t spinning that may have been it, to no avail. I ran the self diagnostic and all tests ran as good, water filled, drained, tub spun, lid locked all of it. Decided to remove the water lines and check the water inlet screens and they were clean. Checked continuity on jumpers from control panel to water valve(s) and they tested good. Removed pressure tube from control panel and blew through it and did hear a faint air movement (not sure if this is normal or not). Also, checked continuity on water valve solenoids, there was no continuity, cold or hot which is odd since the water flow is normal. Sort of at a loss at the moment, not sure if it would be water valve or something to do with the pressure hose not give correct pressure for water level or something else. I do not have hot water turned out to washer, never have, this unit was purchased February of 2016. Any ideas out there would be greatly appreciated.
