My top loading washer wouldn’t spin out the water and now it won’t even agitate. Any help would be appreciated. Is there a belt somewhere?

Drum turns on but no heat. circuit breaker, fuse, vent pipe everything is ok. noticed heating element is not coming on. thinking of chnging it, want to know shoud I check the thermostat and cut of switch before I change the heating element?
