In order to fill the machine on any cycle with the cold water temperature you must set the timer to rinse cycle, let the washer fill and then reset to wash. The only cycle that performs correctly is the hot wash/ cold rinse cycle. I have replaced the inlet water valve and the problem still exist. Could this be a defective control board?

I think your diagnosis is right, try replacing the board

and see if that fixes things.
