More likely the problem is a bad (weak) igniter. You can measure the current drawn by the igniter and if the reading is 3.2 amps or less, no doubt about it.
I pulled the old igniter out a bit, stripped the wires a bit, and installed the new igniter with the ceramic wire ties.
It seems OK.
The tricky part now is, the stove has been replaced. So I can’t just hook this stove up to the gas and see if it works. I wonder if I can get a propane tank full of natural gas to test this stove out ? My parents (the homeowners) want to just sell it but we’d all feel better selling it as tested

How are you going to do it? When a tank filled with LP (L stays for liquid) it creates very high pressure. You can fill up a tank with a gas from a house line but it’s going to be so small amount with very little pressure of it.
You can measure the current drawn by the oven igniter and if it’s more than 3.2 amps then most likely it will work.
