Oven won't heat past 250 degrees

We have an oven and the broiler or oven will not heat past 250 degrees. We have replaced the heating elements but still no change. We are thinking it’s the temp sensor (Part AP4009009). My questions are:

Does that sound like the correct repair?

Being a built in, how do we go about replacing the item?

How difficult of a repair is it?
