You may have two problems.

Is this unit a 3 wire or 4 wire hook up?

The unit should not be able to give you a shock if it is wired correctly.
Other than a static discharge like when you walk across a carpet and touch something that is grounded. Your description does not sound like this.

The case/frame must go live (120 volts) for it to shock you.
For this to happen either L1 or L2 has to touch the frame and the ground must not be connected properly.

If the ground was connected properly current would flow to the ground wire and your breaker would trip.

So the first thing to check is the wiring.

Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!

Unless you have some experience with electricity, this may best be left to a pro.
