After my wash cycle I hear a hum, but the water will not drain out of the washer tub into my slop tub to start the spin cycle.
Does this sound like it needs a new pump ?
If so, would that be Part Number: AP3160348 ?

That’s where I would start, the pump.
I don’t know that you will need a pump,
It could be clogged or jammed with a clump of lint, button, pin, etc.
You need to drain the tubs as best possible and disconnect the hoses and check for debris.
You do have the proper part number for the pump,AP3160348 if you do need it.
I would like to take the agitator off so that I can see if there is something clogging the pump line. I pulled the softnerdispenser off, but cannot get the clear plastic round piece out. Is there a trick to this ?

Not really,
If there was something in the bottom of the tub, you would have heard it floating around and ticking on the tub.
You can access the drain spout on the tub from the tub to pump hose, when you drain the unit and remove the hoses to check the pump.
Removing the agitator, will not get you to where you need to be.
You’d also have to remove the spin tub, agitator, tub cover, A lot of work for a relatively minor repair.
