Refrigerator and freezer not maintaining temperature

Over the past months the temperatures in the freezer and refrigerator have been becoming erratic. It seemed as though the freezer would warm up and then refreeze because the ice cubes and frozen vegetables would all be frozen together.
The milk, lunch meats, etc spoil faster than they should in the refrigerator. It just did not seem real cold in the refrigerator section.

I do not have a wiring disgram for this unit and I can not find one on-line.
I suspect the refrigeration side is Okay because it will re-freeze ice cubes and get refrigerator cold. It just is very erratic. If the system had a leak then the rerigerant charge would be gone or low. It would not be able to "not cool" and then "cool". The compressor and condenser fan operate and they cycle on and off.

I turned the stat to the coldest setpoint, but this had no effect.
I took the temperature control cover off in the refrigerator section and checked for power at the temp control. There was no power present on either side of the control. I do not know what feeds it.

Could the problem be in the defrost and that has it locked out? If it is in defrost why and what could be wrong? Evap coil iced up? How do I get to it? Heater for defrost bad?

Right now the refrigerator section is very warm from me working in there . The freezer door has been shut. The refrigerator will not start. Something has it locked out.

Where can I get a schematic for this refrigerator so I can check devices? or any ideas or thoughts.
