Replaced Coil, worked 1 load, now no heat, Help

Dryer quit heating last week. Opened it up and discovered broken heater element. Ordered heater element kit, remove heater assembly and restrung, put dryer back together dried ONE load perfectly. Second load no heat. Opened it back up, coil has continuity. Checked outlet for 220 Volts, good. Noticed a split in pig tail just below the plug. Took it apart and found white wire had arced and broken inside the neck of the plug. Cut back the cord about 8" and rewired the plug. Instead of putting the drum back in and panels on, I decided to test to see if element heats up. Set time to "timed dry", heat selector to high and held start button on. Motor come on running the blower. The heater element does not heat on either medium or high.
Using meter, short side and long side of coil has 119.1 volts if I test from coil to heater assembly, it has a 119.1 volts when holding start switch on. Out of curiosity I tested when motor is not running, it has 119.1 all the time.

Direction on what to test next would be appreciated.
