Replaced valves on ice maker, still no water

Maytag fridge no ice. Door has water.
Hoses not frozen
So I shorted V & L and heard a weak sound but no water. Bad valve.
Ordered new valve, replaced. No change. No water when shorted. I see it making some weak sparks, a weak click but no water.

I switched the wires on the door valve and pushed the door button and ice water comes out.

I removed the ice maker and shorted tan wire and white wire. Makes same sound but no water.

I’m at a loss. What could be wrong?

Update:

There are 2 sets of valves on this fridge.

Valves/solenoid to icemaker/door and another that go to the filter. The filter valves have 2 solenoids and the ice maker one is stuck.

Solved.
