?s on whirlpool washer spinning slowly

I have a whirlpool washer model # law9549pw1. In the spin out cycle it spins very slowly. It still moves just not fast like it should to get the water out of the clothes. I could also smell like rubber burning or something getting hot. I felt the clutch housing and it was very warm, but not hot enough to burn you. I did a little research and most people said it would be the clutch, brake or both. I took it all apart and the brake and the clutch do not look badly worn. Do they not have to be badly worn to not work right? Or what else would be the problem? The motor tranny coupler looks good, the drive block looks good. Anything else? Or do you think it would definitely be the clutch and/or brakes even though they are not badly worn? Thanks so much for your time and help.
