Samsung Dryer makes hum wont turn drum

I have a Samsung DV337ael/xaa dryer that is like new. The front panel lights do light up so we have power. Door closes and door switch works (no "open door" warning). When I push "start" button there is a loud hum (very electrical sounding, NOT the buzzer). The drum does NOT turn; not at all. Also, it smells like something got hot – not the heating element --more like a hot electronic smell. Vent is clear to the outside–I checked, no obstructions. Then, I watched the video and disassembled top and front panel, and removed blower cover to make sure nothing was stuck in the blower – nothing, not even lint.

Here is one more clue – just for kicks I put a wrench on the blower nut. Guess what? I could not even rotate the shaft. Its feels frozen.

Unrelated but strange detail: there is some dark reddish flakey small chips debris in bottom of the chassis. Strange. Maroon plasticy chips. Mystery.
