Samsung RS2545SH dispenser water stopped working! but ice maker is working.

I have a Samsung RS2545SH and the dispenser water stopped working , but ice is working okay.
Could this be the Water Inlet Valve or maybe the Water Tank Heater?

Looks like i have water going from wall to the water inlet valve and on the other side of the valve! Now if i push air to the pipe/hose that goes to the water tank heater is blocked! So i guess the heater is bad and the water is froze.
So my conclusion that i must replace the 'water tank heater"

(The hose that goes from under neat the freezer door all way up to the dispenser air flows okay)
