starts to bake but quits broiler comes on

I start my oven and and the baking element comes on for about 1 minute then it goes off and the broiler element comes on. we just put a new control panal in 2 months ago. any ideas whats wrong? we have tried unpluging it to reset everything, didnt work.

Sounds normal to me.
Most units switch back and forth between the elements during preheat.
Some units turn on both elements during preheat.

If you look at the strip circuits it does seem to indicate that your oven should be switching back and forth during bake.
