Stove and range not heating after power outage

After a power outage our stove and range will not heat. The digital display comes on and responds to buttons, but no heat on the electric burners or inside the oven.

Is this a safety mode that I need to exit out of somehow?

Or is it more likely something got fried by a power surge?

Not that I know of.

As you can see from the wiring diagram the stove top elements and the oven have their own controls so odds are that the problem is with the house wiring.
Looks like L2 side of the line is out as L1 to Neutral (120 volts) powers the control board but the elements reqire L1 to L2 (240 volts).

Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!
