Timer doesn't advance

History: About 3 years ago dryer would not start when set in Intelli Dry Mode for "Normal" or "More Dry." It otherwise worked OK in "Less Dry" and timed dry mode. The problem occurred at the same time lightening knocked out a garage door opener, a radio, a cordless phone etc. We continued using the dryer this way because most of the time the "Less Dry" setting dried the clothes sufficiently.

Recently the timer stopped advancing at all and the dryer would start as before with the missing settings but it would not shut off. The dryer had to be shut down manually.

I ordered a new timer from ApliancePartsPros and plugged it in. The new timer does not advance on any setting. With the new timer the dryer will now start in the "Normal" or "More Dry" settings but it still does not advance. Have I gotten a defective timer or is there something else in the dryer that could cause the timer to not advance even though the dryer is running? What other part can I swap and have a good chance of fixing this like new dryer.

Could be the cycling thermostat or the dryness board.
