toploading GE washer stops spinning hard to restart

Our GE washer frequently stops spinning on the spin-cycle, leaving the clothes wet.

The brake is not applied, and Ive replaced the lid switch. Additionally Ive added a strong magnet on top of the lid to assist the lid magnet, and place detergent bottles, etc on the lid to hold it down, to insure it doesnt pop up during spin: all to no avail.

After it stops, the spin led is blinking and it is frequently hard to restart. I press the start switch and it kind of acts like its going to start, then shuts back off. Repeating the process several times sometimes will restart it but sometimes I have to push in on timer knob, or rotate it slightly, then push the start button and can eventually get it to restart and complete the cycle.

I am suspecting the timer board but wanted to get some additional input.
