Viking oven gas stuttering and not reaching temp

I just replaced both igniters a few months ago and both were working fine. Now, while the broiler works fine, the bake burner never makes it up to the set temp. It lights up, then turns off, then on, then off, then on and starts fluttering on and off about 5 times per second and this goes on for about 3 minutes until the gas finally stays on but the flame is very low. All the time of the fluttering the igniter stays glowing bright orange but I can hear the gas going on and off almost as if someone were pumping the gas pedal. Any help would be appreciated.
