The washer agitator will not spin at the end of the wash cycle, also the top of the agitator just spins around it doesn’t turn the the bottom either way by hand turning it.

I understand, the tub spins but the agitator does not, is that correct?
The top of the agitator turns in either direction, but the bottom doesn’t move and the top does not lock in place, or make a ratchetting noise when turning in either direction ?
You must have damaged "dogs" in the agitator assembly.

You will need to remove the top cover of the agitator to do this repair,
It’s a pretty easy repair after that.
