Washer will only wash, not rinse. It will only work if it is on the hot water setting.
Washers typically only do cold water rinses so that would explain why the rinse cycle isn’t working, as well as why it only works on hot setting.
This could be anything from a valve failure to faulty wiring or connections to a faulty control board.
Also I have seen cases anywhere from the cold water inlet screen being clogged due to debris and hard water, to the cold water line being kinked, to the cold water faucet valve being closed.
