After the belt burned up and broke, I replaced it with a new one. However, the belt does not move when in the spin cycle. The motor spins the water pump and the water drains. The belt moves in the agitate cycle.
I left the lower front panel off the machine so that I could observe its function during the failure. What I observed is this:
the motor/belt/pulleys moved in the agitation phase
the pump pushes the water out
the tub did not spin when it should have
the burning/friction smell started with the spin cycle
the motor pulley was spinning (I believe it was the source of friction)
I can spin the tub in both directions using a little force
After looking at this further, I took the belt off and tried to spin the pully under the tub. It spun freely in one direction (same direction as agitation mode) and I could not spin it in the other direction, which is why the belt is not moving in the rinse/spin cycle. What could cause this?

Pay close attention to the relationship of the drive pulley (#7) and the helix (10). They work together to separate the brake rotor and the brake pads. Turn the pulley in the spin direction and see if that happens. If not, you should replace them. Today, I took off the rotor and brakes. After spinning the transmission around, I noticed that it was still spinning unevenly. It was then that I noticed that there was something in between the tub and the outer casing. I then was able to pull out a long knee high soccer black sock! It now spins ok.
However in the process of taking everything apart I broke one side of the counter weight, where the mounting bolt goes though. So I can only use one bolt to tighten the weight down. I am going to try to put everything back and see how it goes.
