If the water will not stop when the machine is manually shut off, your water valves are stuck and need to be replaced.
If the water will stop when the machine is switched off, the problem is either with the tub connecting the tube to the water pressure switch or the switch itself. Clean out the tube, and if that does not fix things (it probably will) then replace the switch.
