Whirlpool Condenser Motor Fan not running

Backstory: We recently had someone get into our electrical control box outside and loosen our neutral causing major electrical issues in the condo. Before we killed the breaker to prevent any damage there was a large pop in the kitchen with a burnt smell. Currently, the fridge compressor hasn’t stopped working (humming noise) causing the outside of the fridge to feel hot, not warm, to the touch.

I noticed the condenser motor fan isn’t working. To temporarily fix this, I am going to get a small desk fan to keep the condenser coils cool. My question is:

Should I just go ahead and replace the motor or are there other diagnoses I should approach before spending the money and finding out there is something else preventing the fan from moving.

If you have a meter, check for 115 volts to it. You can refer to the data sheet in back of the front kick panel to identify which motor pins get 115 volts
