The control panel is completely blank, so no oven operation at all. Stovetop elements work fine. This all happened after a power outage. Is there any diagnostic that can be performed on the control panel unit before replacing (due to cost), or is the fact that there is no display pretty much telling the story?

Do the stove top indicator lights and the oven light work?
If not then it may be that you have lost Neutral.
Check the power.
If they do work then I would say that the control board is toast.
