Whirpool Refrigerator Water Dispenser Doesn't Work

The water dispenser stopped working; however, the ice dispenser still works. I’ve replaced the water inlet valve and replaced the water filter; however, water still doesn’t come out of the dispenser. I pulled the water filter housing and disconnected the lines to the filter and water flows at that point. I’m stumped! Could it be that the filter housing is clogged or something else? I’d really like to narrow this down before I continue laying out money.
