Not sure how you checked the voltage so am assuming you have 240 volts at the plug.
Check that a wire has not burned off at the terminal strip in the unit.
Am also assuming unit runs OK just no heat.
Unplug the unit.
Put it on high heat timed dry as this is the simplest set up.
Then check the following components with your meter for resistance.
Timer contacts 3 BU/BK, should be 0 ohms.
Infinite temp switch BU/RD, should be 0 ohms.
Cycling thermostat RD/PU, should be 0 ohms. This thermostat also has an internal heater so one set of inputs should be 5000 to 10000 ohms approximately.
Hi-limit thermostat, should be 0 ohms.
Heater should be 10 ohms approximately.
Remove at least one wire from any device you are measuring. This ensures that you do not read an alternate/parallel circuit path.
Use the correct meter scale depending on what you are measuring.
