Electrolux Acting up and down

My Dishwasher will not fill OR drain. It will cycle water that is still in the reservoir. Around the time it stopped working I heard a buzzing almost sizzling sound behind the kick panel. Since this is a rental house I just called the land owner. The repair crew came by, one tripped and fell on a 4 in stair, the other cut himself and bled on the floor. It was decided it was the control board. When they returned with the "part" they replaced the board and ran it on the longest cycle, said it was fixed and left. This appliance is quiet, however I have always been able to here it fill and drain. I sat in the kitchen next to the dishwasher for the entire cycle. No sounds of filling or draining. I checked the clear line from the drain and there was no sign water had been in there for a long time. Now the all the LED lights are flashing and the buttons will not respond. The dishwasher still has water in the bottom. I emptied it and running a rinse cycle to try it one more time. Now it appears to fill but not empty.
