An electrician worked today in the electrical power box. Shut the power off. The time on my electronic control panel started to flash red. When he put the power on I did not realize that the light stopped flashing. After he was gone, I went to set the time right but the control was pitch black. The oven and the oven light does not work. But the stove top works.

Sounds like you have lost Neutral.
The stove top runs off of 240 volts (L1 to L2)
The control board/timer and oven light run off of 120 volts (L1 to Neutral)
One way to check would be to plug a kettle, toaster etc. into the outlet on the unit. If it does not work then Neutral is gone.
Note that the outlet uses L2 to Neutral.
I would call the electrician back unless you have electrical experience.

First thing I tought. Unfortunetly, the outlet works.
It still sounds like a bad Neutral to me.
The device you plugged in, was it 2 prong or 3 prong.
If 3 prong then perhaps the current was flowing through the ground.
I would check the power with a meter and if that is OK then odds are that the board is bad.
Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the wall receptacle
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!
Thank you, I have tried a 2 and a 3 prong devices. Both works. I tried flipping the breaker like you said, but it is still pitch black and no oven light. As for the rest of your info, well I am not good enough to try any of it. I will pass on the info to the owner of the apartement. Thank you.
