Fabric Softener won"t dispense

All inlet ports are clean, with the top off, the Dispenser Actuator Assy cam at start of cycle is at # 2 (bleach) , the pointer remains at #2 for the entire cycle. It never moves to # 3 (softener) . Replaced the actuator assy part# WPL 8181723 (AP3128788). Same results. With ohm meter, tested both new and old part. Resistance was same on both motors.
What is next?

Both connectors go back to main board. What is the operating voltage on the motor for this assy? Is it 110V? Is there a fuse on the main board?

Its sounds like your main control may be the culprit. It is supposed to direct water to the dispenser at the right time, and if you have replaced the assembly it sounds like it is not doing its job.
