I am having this same problem in a Frigidaire Range FGES3065KFC.
For one of the burners only, the "HE" indicator never goes out and the control cooling fan never stops running.

I did notice that if I really cool it down, with a pan and some ice, that it will go off. It doesn’t come on until I use it again.

There must be a sticky thermostat. Is it integrated with the burner? Do I need a new burner?
