GE side by side nothing works but the lights

GE side by side suddenly stopped cooling in both fridge and freezer. Lights still worked. Opened the panel to the main control board and it appeared that one components near the top of the board was slightly burned @Q15 and R43. Ordered and replaced the main control board and expected that would fix the problem. However, when I plugged in after replacing the board it had the same symptoms, lights on but nothing else seeming to work.
