GE- Water in tray below, very noicy in spin cycle

I have a GE that is very loud during Spin cycle. It takes forever to come to a stop once I lift the lid. There is a good size puddle of water in the tray below the washer. Also, sometimes when Spin cycle kicks on it doesn’t have enough power to spin the clothes. It just makes this loud buzzing type sound. When it is totally empty, it spins (but still loud).

Any thoughts what could be causing this? Are they all connected or is the leaking water mutually exclusive from the spin cycle problems?

This is typical of a GE washer with a leaking tub seal. Take the front off and look where the tub and the transmission meet when the washer is running. If that is where it is leaking then the tub seal is leaking. When the tub seal leaks it damages the transmission making it very noisy during spin.
