maytag top load washer wont spin. i have taken the belts off and the motor starts and spins. when i turn the transmission it rotates twice and stops each time. it rotates counter clockwise freely. when i try to force the transmission to rotate , it turns the whole housing unit slightly. like it is jammed or it has the brakes on. are there shoes on this unit. do i just need to replace the whole washer since the transmission is the most expensive part?

If the pulley will not turn clockwise you have either brake problems or transmission problems, but either way I think the action is to replace the machine. You need special tools and the parts are fairly expensive, so I think you are better off putting your money towards a replacement.

I would pull the front panel off and check to see if the tub seal has let water into the brake housing. If no evidence there, I would tilt the washer back and turn the tranny pulley whilt tapping on the brake housing, the brakes may have just stuck, or the brake bearing will not turn well due to contaminants.
If still jamed, you might want to get a pro to look at it, may be repairable at a decent price.
