Refrig/Feezer not cooling

Hoping for some expert guidance…
This fridge/freezer has been in my garage for the last 6 years. It gets cold out there and is right now, being winter… Anyway, a few weeks back we come back from the store to fill up the fridge with our goodies and notice a nice puddle of melted Popsicle on the floor. temps on the door are 80-90 and it couldn’t have been more than 50 degrees in the garage. I unplugged it to reset, no go. Went through the repair manual, diags give no errors. Load Operation check shows digit segments of COMP, Dispenser heater, F-fan low, R-Fan High, and Low temp mode.
Plug in fridge, the compressor relay clicks, compressor buzzes for a short bit, then relay clicks again. Repeats every couple of minutes. Then compressor is hot after an hour. The twin F and R fans are running. The compressor fan is not, but I suspect that is because ambient temp is between 40-50. I ohmed out the compressor wiring terminals. From common I get 2.45ohms on one side and 6.75 on the other.

Any help is greatly appreciated…

The condensing fan motor should be running, but the bigger problem is the compressor will not start. If the condensing coils are cool, you might want to
replace the start device AP4141104, located behind the compressor side cover.

I’m having trouble getting that assembly off the compressor. Any tips?

If it will not come off when prying with a screwdriver, the terminals may have arc welded in place. You will need to bust it out and dress the pins with a dremel.
